Commissioner Francis Ben Kaifala Esq. said the introduction of the new organogram is to make the Commission stronger and more efficient. He challenged all directors and deputy directors to instill discipline in themselves and their staff. “ Think of what you bring to your office and do not abdicate your responsibilities, ” he said. The Deputy Commissioner Augustine Foday Ngobie, who chaired the meeting, called on all members of the Management Team to serve in the best interest of the country. The Commission ’ s new organogram has elevated regional heads to directors to give them more autonomy.
3. Page 3 The Anti - Corruption Commission (ACC) of Sierra Leone on Wednesday, 28th May 2025 bade farewell to two of its most experienced and dedicated senior staff members. Nabilahi Musa Kamara Esq was Director of the National Anti - Corruption Strategy (NACS) Secretariat until his retirement. Emmanuel Koivaya Amara Esq., former Coordinator of Operations, resigned following his appointment as Chairman of the Political Parties Regulation Commission (PPRC). The send - off ceremony, held at the conclusion of a senior management meeting, was a moment of deep appreciation and reflection, marking the end of nearly two decades of service to the Commission by the two legal professionals. Their departure leaves behind a legacy of commitment, discipline, and excellence in the fight against corruption in Sierra Leone. Commissioner Francis Ben Kaifala Esq. and Deputy Commissioner Augustine Foday Ngobie led the tributes, showering both men with heartfelt commendations for their invaluable contributions to the work of the Commission and to the nation. “ They were not just Directors they were pillars in this institution, ” Commissioner Kaifala said. He added that their intellect, integrity, and institutional memory helped shape many of the Commission ’ s major successes over the years. Colleague staff members took turns to share fond recollections and moving testimonies about working alongside these faithful servants. Many described them as mentors, leaders, and patriots whose influ- ence and professional example will be sorely missed. In recognition of their outstanding service and commitment, the Com- mission presented each of them with brand new laptop computers as a token of appreciation. The ceremony closed on a celebratory note, with warm exchanges, laughter, and expressions of gratitude, befitting the stature and ser- vice of two remarkable Anti - Corruption crusaders whose impact will continue to echo within and beyond the Commission. 4. Page 4 corruption - related complaints we receive are about the transfer of resources. We ’ re not just monitoring cash transfers, we ’ re ensuring the entire system is accountable, ” he noted. He also called for improved coordination in the community monitoring chain, particularly with Community Information Channels (CICs) which fall under NaCSA ’ s oversight. In his response, the Deputy Commissioner of NaCSA, Jimmy Batilo Songa, commended the ACC for its continued leadership in promoting transparency in social protection programmes. He acknowledged the challenges with initial service providers, especially those related to the payment of beneficiaries engaged in the cleaning of the streets. He said NaCSA is now following the roadmap given by the Commissioner and the contract with the new payment provider will be sent for review by the ACC before full operationalization The meeting concluded with a commitment to strengthen collaboration, improve communication channels, and ensure seamless implementation of the PSSNYE across the country . The engagement sought to evaluate the operational efficiency of the Grievance Redress Mechanism (GRM), one of the components of the Productive Social Safety Net and Youth Employment (PSSNYE) project. The review ended on Wednesday 21 st May 2025 at the Conference Hall of Nabs Village, Nyagohun Junction in Bo. Giving the closing remarks, the Commissioner of ACC, Francis Ben Kaifala Esq., highlighted the importance of the Commission ’ s work of instilling integrity and transparency in the implementation of the PSSNYE project. He said the gains already made should be built on in order to deal with any acts of dishonesty which might hinder the implementation of the project. Mr. Kaifala said despite the fact that the ACC is the only institution whose performance was rated as “ Satisfactory ” by the World Bank during the last Mid - Term Review of the PSSNYE project, the Com- mission is required to do more work and avoid complacency. He said that, with such progress, the ACC cannot settle for less, adding that this requires the collective efforts of staff to continue to work diligently to attain the best position in the next Work Bank re- view meeting. He said that the Commission ’ s involvement in the project is strongly rooted from its determination to take all the nec- essary steps to protect public resources, especially those meant for vulnerable groups, who are the main beneficiaries of the PSSNYE project. The ACC Commissioner set out a number of plans which will enhance not only the efficiency of the GRM but also improve on the project outcomes, such as to develop a Standard Operating Procedure (SOP) with clearly defined roles for staff, reporting line, assigned duty timelines and how the ACC should work with other partners. He also authorized for the setting up of an investigation taskforce that will specifically handle corruption matters reported or referred to the Commission. He admonished the participants not to focus their energy on other partners ’ responsibilities but rather on their own work as re- quired by the project design. Mr. Kaifala urged the participants to be aggressive and accountable for their action as a show of commitment to their work. “ No one wants to lay - off staff but if the situation demands this due to the in- eptitude of the individual then the proper action will be taken, ” he ended. In his statement, ACC ’ s Deputy Commissioner, Augustine Foday Ngobie, emphasized the need to employ a sustained but strategic approach in deal- ing with matters relating to the PSSNYE project. He guaranteed that all of the issues which the Commissioner has set out will be put into practice immediately.
